Non EU-students need a visa to enter Germany, see LINK. This in most cases is a national visa, valid for Germany only. This visa is the basis to apply for a residence permit. For this permit you must apply before the visa expires (usually within the first 90 days of your stay).
In case you plan to travel within Europe, it is highly recommended to apply for the residence permit as soon as possible. The German national visa does not entitle you to travel outside of Germany.
With the residence permit (or with a D/C visa) you are allowed to travel within the Schengen states. These counties are: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France (without: French Guayana, Guadeloupe, Martinique, Réunion), Greece (without Athos), Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, The Netherlands, Norway, Poland, Portugal, Sweden, Switzerland, Slovakia, Slovenia, Spain (without Ceuta and Melilla).

As a non EU-Citizen you will need a national visa of the host country for the purpose of a long term stay outside of Germany, even in case you hold a German residence permit. It is within your own responsibility to inform yourself about the regulations of the host country, both for visa and work permissions. With a German residence permit you are allowed to apply for the national visa of the host country in Germany.
You will need a national visa of the host country. The foreign government may request to apply for the visa in the home country of the applicant only. In addition, in most cases a special visa for the purpose of the stay (study or internship) will be requested – and it could be impossible to stay for a semester abroad or for an internship abroad with a tourist visa.
